On October 11, the Eight Measures of Fuzhou to Accelerate Development of Modern Logistics Sector (hereinafter referred to as the Measures) was officially released.
Develop the modern logistics sector faster from eight aspects
The Measures provide concrete measures to speed up the development of Fuzhou’s modern logistics sector from eight aspects: supporting the modernization of logistics facilities and advancing the informatization of logistics management, the standardization of the logistics sector, the establishment of brands, the development of cold-chain logistics, e-commerce logistics and rural logistics as well as the building of Fuzhou Modern Logistics Park.
Logistics companies that meet the criteria can get a lump-sum maximum reward of RMB 5 million
To promote the logistics standardization, Fuzhou municipal government will grant a maximum subsidy of RMB 1 million to companies with an annual investment of over RMB 1 million and over 3000 average monthly leases of standard pallets and turnover boxes (crates) based on the standard of no more than 20% of the amount of capital invested.
To speed up the development of cold-chain logistics, the Fuzhou municipality will grant a maximum subsidy of RMB 1 million to projects that meet the criteria.
To promote the development of the logistics industry in rural areas, Fuzhou municipality will build village-level logistics service outlets or intelligent delivery terminals (each with over 30 slots) and operate them for more than 6 months in more than 10 administrative villages (except those where township governments are located) besides the five urban districts. Among them, postal and express service outlets shall be put on the records of Fuzhou Postal Administration. Each service outlet or intelligent delivery terminal will receive a subsidy of RMB 5,000 and each company can receive a subsidy of no more than RMB 1 million.
To promote the development of the urban logistics hub at full speed, the Fuzhou municipality encourages large logistics companies such as Fortune Global 500 companies and domestic top 100 logistics companies to set up new logistics branches in Fuzhou Modern Logistic City. Companies will be rewarded RMB 5 million if they engage in national or Fujian-oriented operational activities such as running operational headquarter, regional settlement center, logistics distribution and delivery center, express processing center and design of logistics program and register an annual turnover of RMB 1 billion and above. Local logistics companies will be given a reward of RMB 2.5 million if they are to settle down in Fuzhou Modern Logistics Park with an annual newly-added turnover above RMB 500 million (inclusive). Companies could enjoy the benefits of policies related to economic development if their headquarters based in Fuzhou meet the criteria and are certified by Fuzhou municipal government as the headquarter companies.
