Fuzhou (Lianjiang) National Far-Sea Fishery Base under construction

The work report of the CPC Fuzhou Municipal Committee has devised a new blueprint for Fuzhou’s industrial development in the next five years. The report stated that Fuzhou will insist on building a modern industrial system driven by leading industries and facilitate building a modern international metropolis with diverse industries of common prosperity.

Building an international brand of digital Fuzhou. Efforts will be made to actively integrate into construction of national pilot zones for innovative development of digital economy and continuously host Digital China Summit and China (Fuzhou) International Digital Products Expo. Efforts should also be made to accelerate building of whole industry chain of “chip, screen, intelligent device, core component, Internet of Things” and whole factor cluster of “cloud, integration, data, computing, application” and build hundred-billion RMB worth of digital industry clusters of software and optoelectronics, promoting in-depth integration of digital economy and real economy. Construction of digital infrastructure should be expedited with more digital application scenarios being launched to build the city into a top city of digital application and a leading city of digital construction in China.    

Creating an international brand of marine Fuzhou. The three-year action plan for high-quality development of marine economy should be further implemented to advance construction of national far-sea fishery base and national backbone cold chain logistics base. International deep water port should be built at a high standard and a batch of hundred-billion RMB worth port-adjacent industry bases should be cultivated. Efforts will be made to develop “hundred platforms for ten thousand tons of wild fisheries” ecological breeding, promote integrated development of offshore wind, mariculture and coastal tourism, continuously strengthen growth of emerging industries such as manufacturing of offshore engineering equipment, marine biomedicine and marine information service industry, and accelerate building of demonstration area of marine economic development to build a leading marine city. 

Developing an international brand of new type of materials. Dependent on textile chemical fiber, special type grass, special type aluminum, chemical new materials and other industrial foundations, efforts are made to accelerate deployment of a batch of technology R&D and production application demonstration platforms and to cultivate a batch of key industrial clusters of new type of materials. Focusing on industrial demands, efforts should be made to seek breakthrough in a batch of core materials, actively participate in formulation of international standards and build an industrial system of new type of materials with international influence.  

Forming an industrial development pattern with multiple-point support. Major orientation of industrial development should be clarified and priorities should be anchored to bring advantages into full play and enhance features. The “mechanism for chain director” should be implemented and leading enterprises should be supported in vertical integration of industrial chain and horizontal expansion of different fields. A batch of specialized, sophisticated, special and new “little giant” enterprises and enterprises leading an individual field should be nurtured. Advantageous industries such as electronic information, textile chemical fiber, machinery manufacturing and metallurgy and building material should be encouraged to grow in size and strength. Stress should be laid on high-end, high quality and high tech and strategic emerging industries such as optoelectronics, integrated circuit, biomedicine and high-end equipment manufacturing should be nurtured and strengthened. New generation of artificial intelligence, quantum communication, 6G and hydrogen energy industries and etc. should be deployed in advance. Quality improvement project of service industry should be implemented and producer services industries such as e-commerce and industrial design should be encouraged to go professional and elevate to the high end of the value chain. Life service industries such as commerce and trade, and health should be encouraged to pursue refined and high-quality development. Development of new business forms and patterns such as live stream economy and night-time economy should be accelerated. Efforts should also be made to introduce world-renowned commercial and hotel brands and instruct return of overseas high-end consumption to build an international consumption center city.   

     Standardized construction of industrial parks should be promoted. Differentiated measures should be taken and pilot demonstration should be strengthened to form a standardized construction system of industrial parks with Fuzhou characteristics. “Traffic, electricity, water, drainage, telecommunication, cable TV, coal gas, and natural land consolidation” should be implemented at a high standard, and government and public services should be introduced inside the park. Supporting facilities of research, education, health and business should be improved to optimize operation and management efficiency of the park, allowing enterprises to settle their business inside the park. Business solicitation through industrial projects should be strengthened to step up momentum for future development. 

Proceeding from innovation by giving prominence to advantages and building a modern industrial system

According to Wang Kaiming, Director of Fujian Province South Technology and Economy Research Institute, Fuzhou enjoys a solid foundation in development of industries such as digital economy, marine economy and new type of materials. The work report of the CPC Municipal Committee has taken into account the realities of Fuzhou in deploying industries. It has put forward the objective of building three international brands, transforming industrial advantages into robust momentum to drive high-quality economic development of Fuzhou. The endeavor to accelerate building whole industry chain of “chip, screen, intelligent device, core component, Internet of Things” and whole factor cluster of “cloud, integration, data, computing, application” will form cluster effects through integration with the upper and lower reaches of the industry chain, helping China to break the impasse of “lacking chip and screen”. 

Wang Kaiming reckoned that the measures of “deploying in advance new generation of artificial intelligence, quantum communication, 6G and hydrogen energy industries and etc.” and “nurturing a batch of specialized, sophisticated, special and new ‘little giant’ enterprises and enterprises leading an individual field” in the work report of the municipal Party committee fully manifest Fuzhou’s endeavors of innovation-driven development, planning for future and unleashing development momentum.
