Xiamen Municipal Bureau of Industry and Information Technology recently issued Specific Plan for Advanced Manufacturing During the 14th Five-Year Period (hereinafter referred to as the Plan). The Plan envisions that by 2035, Xiamen’s manufacturing industry will develop by leaps and bounds, that the city will make significant achievements in upgrading the industry and modernizing the industrial chain, that Xiamen will be home to a national demonstration base for high-end manufacturing and the BRICS Partnership on New Industrial Revolution Innovation Center (BRICS PartNIR Innovation Center), and that Xiamen will lead the national effort in achieving all-round, high-quality development of manufacturing industry, which can fully support a modern, globally competitive industrial system.
The Plan highlights that to align with the Long-Range Objectives Through the Year 2035, Xiamen needs to further improve the performance of the manufacturing industry and the stability of the industrial chain during the 14th Five-Year Plan period (2021-2025). Integrated development of the new generation of information technology and manufacturing needs to be elevated to a higher level, so as to enable the city to lead the way in achieving all-round, high-quality development.
The industrial base will be strengthened. By 2025, industry value added will exceed RMB 270 billion, and the total output value will surpass RMB 1 trillion. The share of the industry in local GDP will remain above 27%. The city will become a powerhouse for an electronics and information technology industry cluster valued at trillions of yuan, and for a cluster consisting of emerging industries like high-end equipment, new forms of consumption, new materials and biomedicine worth hundreds of billions of yuan. There will be more than 3, 000 industrial companies above the designated scale, and 15 enterprises whose annual sales revenue will total tens of billions of yuan.
There will be a marked improvement in quality and performance. By 2025, labor productivity per worker will be valued at RMB 350,000. The profit margin ratio after deducting major business expenses at industrial companies above the designated scale will reach 7%. The brand of “Made in Xiamen” will be further burnished, thanks to remarkable achievements in product quality, standards and brand effect.
Steady progress will be made in enhancing innovation capacity. By 2025, industry value added of high-tech industries will account for 45% of the value added of industries above the designated scale. R&D expenses incurred by manufacturers above the designated scale will account for 2.5% of their revenue. There will be 3, 000 high-tech enterprises that are up to national standards. One national-level manufacturing innovation center and five R&D innovation platforms serving as a public good will be fully functioning. Major breakthroughs will be made in key core technologies related to biomedicine and healthcare, integrated circuits, and new materials. A large number of innovative enterprises will be empowered by cutting-edge technologies developed by Chinese scientists. Xiamen will lead the country in enhancing independent innovation ability in the private sector.
Integrated development will become the engine of growth. By 2025, there will be 4,000 companies that harness the power of cloud computing. There will be five to eight service providers that have technical prowess in cloud computing. More than 20 cloud application platforms will be put in place to facilitate the development of smart city and industrial design. Eight national-level service-oriented model companies, projects, or platforms that engage in manufacturing will built. Eight intelligent equipment enterprises and several leading industrial software enterprises will be well established. The city will be more capable of providing software and hardware to equip industries. The industry will receive better internet services. The city will lead the country in achieving integrated development of IT application and industrialization.
Efforts to pursue green development will be redoubled. By 2025, energy consumption per unit of industry value added will be reduced by 30% compared with 2020. Comprehensive utilization rate of industrial solid waste will remain above 95%. Thirty factories and one industrial park that are environmentally friendly and up to national standards will be built.
The Plan charts a course for Xiamen about how to boost manufacturing in six areas. First, pooling resources to promote an industry cluster for electronics and information technology valued at trillions of yuan; Second, accelerating upgrading and transformation to develop an industry chain befitting high-end equipment manufacturing valued at hundreds of billions of yuan; Third, providing further impetus for an industrial chain worth hundreds of billions of yuan that can unleash the potential of new forms of consumption; Fourth, creating a sound ecosystem to foster the growth of an industrial chain dedicated to biomedicine and healthcare worth hundreds of billions of yuan; Fifth, ensuring better supply-demand matching to allow the new material industrial chain valued at hundreds of billions of yuan to thrive; Sixth, fostering the growth of digital economy to create a robust ecosystem for the industry.
