Introduction

Haicang Taiwanese Investment Zone (hereinafter referred to as Haicang) is located to the west of Xiamen Island with an area of 186.46 km, consisting of 4 sub-districts (i.e. Haicang Sub-district, Songyu Sub-district, Xinyang Sub-district and Dongfu Sub-district) and having a permanent resident population of about 474,000. Haicang District is the first and now the biggest National-level Taiwanese Investment Zone approved by the State Council in 1989. In the past year of 2016, Haicang District set up a goal of establishing a pilot area of ‘Five Development’, promoting the transformation for industry, urban and society, it achieved GDP of 54.36 billion RMB, total fiscal revenue of 16.41 billion RMB total industrial output of enterprises above district designated scale of 99.03 billion RMB, fixed-asset investment of  43.02 billion RMB, contractual foreign capital more than 916 million USD, foreign capital actually utilized up to 270 million USD and the average utilization of foreign capital reached 170 million USD in the past three years.

In recent years, Haicang Taiwanese Investment Zone has always been exploiting the advantage of real economy, aiming at developing two main industries of Integrated Circuits and Biomedicine, sticking to compose layout with high starting point, introduce project with high level, build infrastructure with high standards, and forging ahead an agglomeration area of high-end industries. Nowadays, the total industrial output of the biological medicine industry in Haicang accounts for half of the city’s total and one quarter of the province’s total. Xiamen Bio Bay has become the only National ‘Emerging Industrial Gathering Pilot Area of Strategic Importance’ in Fujian Province. In 2016, a new drug called ‘Pegberon’ developed by Amoytop Biotech was put into market and become the first licensed National Category I Therapeutic Biological Product in Fujian Province in the past decade. Now Haicang is planning to develop several IC Industrial Parks such as Information Industrial Park, Haicang Cultural and Creative IC Design Center, Xinyang Third Generation Semiconductor ‘Mass Entrepreneurship and Innovation' Park, forge industrial gathering area of Research & Design and Package & Test, and form a new engine for regional development. 

In particular, after Xiamen Area of China (Fujian) Pilot Free Trade Zone was set up in 2015, Haicang insists on the national strategy of ‘The Belt and Road Initiative’, positively carries out the establishment of the new logistical channel - ‘China-Europe (China-Asia) Railway Express’, aim at forging a connection between ‘The Silk Road’ and the ‘Maritime Silk Road’ so as to actively expand economic cooperation and friendly communication with ASEAN countries and countries in Central Asian. Lately, the IOI project which will be jointly cooperated by enterprises from China, Malaysia and Singapore, Southeast Bird Nest Trade Base, Halal Food Certification Center and LHN Group projects are all registered in Haicang and being pushed forward closely.
