Excerpts: Since 2016, the certified comprehensive headquarters enterprises should be entitled to a nonrecurring award of 2 million RMB if verified as among the top 500 service providers in China for the first time, 5 million RMB if verified among the top 500 enterprises in China for the first time and 20 million RMB if verified as among Fortune 500 enterprises for the first time.     

The addition of branches outside the city proper by the certified comprehensive headquarters enterprises should render the latter entitled to awards equivalent to 30% of the locally retained portion of the yearly tax payment to the municipality by the newly established branches.

The functional headquarters acting as research and development centers should be entitled to the following policies. The functional headquarters serving as sales, operation, research and development centers which are registered since 2015 should receive subsidies to their establishment ranging from 1% to 3% of the paid-in capital, capped at 10 million RMB each. The certified functional headquarters acting as sales, operation and researcha and development centers should be entitled to no more than 5 million RMB subsidies to office property and no more than 5 million RMB awards for their business performance. In the event that the functional headquarters acting as sales, operation, and research and development centers are upgraded to comprehensive headquarters, the headquarters concerned should each receive a bonus of 2 million RMB.     

The certified headquarters enterprises should be entitled to the following favorable personnel policies. The senior managers paying no less than 30 thousand RMB personal income tax per annum and the professional technicians (including employees with outstanding performance) paying no less than 50 thousand RMB personal income tax per annum, who work for the abovementioned enterprises, should be entitled to bonuses equivalent to 50% of the locally retained portion of the personal income tax collected on their salary the year before. The municipal bureau of education should coordinate the enrollment of their children in quality kindergartens, elementary schools or secondary schools (within the period of compulsory education). The certified general headquarters enterprises should be entitled to the annual quotas of introducing two talented individuals within 5 years. Upon verification by Fuzhou Municipal Bureau of Human Resources and Social Security, the talented individuals thus introduced should be eligible for the favorable treatments including 200 thousand RMB allowance, school enrollment (transfer) for their children, placement of their marital partners, etc., in accordance with Provisions of Fuzhou Municipality on Services to High Level Introduced Talents. The senior managers of the certified comprehensive headquarters enterprises should be treated with “healthcare insurance for headquarters senior managers”, up to 5 managers each enterprise.

The government encourages the rapid development of headquarters economy in the construction sector. The construction enterprises relocated to Fuzhou Municipality from another locality that generate 1.5 billion RMB industrial output and 15 million RMB tax payment within the year upon relocation should each receive a nonrecurring award of 1.2 million RMB and an addition of 500 thousand RMB for every increment of 1 billion RMB industrial output coupled with 8 million RMB tax payment. The construction and installation enterprises with headquarters or subsidiaries in Fuzhou (The subsidiaries should be incorporated entities or authorized for settling construction accounts.) and the enterprises registered in Fuzhou, which provide construction services outside Fuzhou and pay value added tax to Fuzhou Municipality, should receive bonuses equivalent to 30% of the locally retained portion of the tax payment. The enterprises should be entitled to a nonrecurring award of 3 million RMB for receiving Special Class Certificate, 1 million RMB for Class A General Contracting Certificate and 500 thousand RMB for Class A Specialized Contracting Certificate.      

The financial institutions are encouraged to set up headquarters in Fuzhou. The headquarters of incorporated financial institutions engaged in the following areas, banking, securities, insurance, futures, trust, financial lease, consumer finance, financial agency, shareholding, asset management, etc., should be each awarded 2 million RMB if the registered capital ranges from 100 million to 200 million RMB, and an addition of 1 million RMB for each increment of 100 million RMB in the registered capital, with the total award capped at 10 million RMB. The regional headquarters (non-legal entities) of banks and securities traders (domestic or foreign) first introduced to Fuzhou should be each awarded 500 thousadn RMB if the operating capital ranges from 50 million to 100 million RMB, 1.5 million RMB if the operating capital ranges from 100 million to 200 million RMB and 2 million RMB if the operating capital exceeds 200 million RMB. The regional headquarters (non-legal entities) of insurance institutes (domestic or foreign) first introduced to Fuzhou should each receive a nonrecurring bonus of 500 thousand RMB.           

The enterprises should be awarded for the efforts in research and development, as well as application of new products. Each year, Fuzhou Municiaplity should honor 10 outstanding innovative products made by industrial enterprises in a tiered manner. The producers of first tier, second tier and third tier products should be each awarded 1 million, 500 thousand and 300 thousand RMB respectively. In the event that the industrial enterprises create proprietary patents included in the Plan of Fujian Province on the Implementation and Commercialization of Patented Technologies, the enterprises concerned should be entitled to additional bonuses equivalent to 50% of the provincial awards, up to 1 million RMB each enterprise. The enterprises verified by the provincial authorities as manufacturing the first installment of key technological machinery (intelligent production facilities included) should be entitled to ancillary bonuses equivalent to 50% of the provincial subsidies, up to 2 million RMB each enterprise. The enterprises applying the first installment of key technological machinery of Fujian Province (intelligent production facilities included) developed by manufacturers of Fuzhou Municipality should be subsidized for 15% of the procurement price, with a cap of 2 million RMB.                     

The enterprises having registered with Fujian Banking Regulatory Commission and entered the counseling period for public listing should be each awarded 1 million RMB. The enterprises having submitted the application materials for public listing to China Banking Regulatory Commission and received the letter of acceptance should be each awarded 1 million RMB. The enterprises going listed by acquiring or borrowing shells from another locality, having moved the place of registration back to Fuzhou and pledged not to leave in 10 years should be each granted a nonrecurring bonus of 2 million RMB.     

The high level introduced talents should be rewarded. Those from overseas who are verified as Class A, B and C talents should be each awarded 2 million, 1 million and 500 thousand RMB respectively. Those from a domestic locality who are verified as Class A, B and C talents should be each awarded 1 million, 500 thousand and 250 thousand RMB respectively. Those verified as Class A, B and C in compliance with Provisions of Fuzhou Municipality on Housing Security for Entrepreneurship and Innovation Talents (Interim) should be each entitled to purchase allowances for talents’ appartments of 160 square meters, 120 square meters and 90 square meters respectively and nonrecurring awards of 800 thousand, 600 thousand and 450 thousand RMB respectively.  

Steps should be taken under the framework of the seven measures supportive of innovation and business initiation. The certified state and provincial exemplary centers of innovation and entrepreneurship should each receive ancillary bonuses equivalent to 50% of the bonuses given by the state and the province. The certified municipal exemplary centers of innovation and entrepreneurship should each receive a bonus of 1.3 million RMB. The certified state, provincial and municipal technology enterprise incubators should be each awarded 1.3 million, 700 thousand and 150 thousand RMB respectively. The certified provincial Internet incubators should be each awarded 200 thousand RMB. The certified state-level maker spaces should be each awarded 1 million RMB. The certified state, provincial and municipal maker spaces should be each awarded 400 thousand, 300 thousand and 150 thousand RMB respectively. The municipal maker spaces verified by assessment should receive subsidies to operating expenses for three years. Those having operated for one full year should be each subsidized with 200 thousand RMB. Those having operated for two full years should each have their subsidies supplemented to 300 thousand RMB. Those having operated for three full years should each have their subsidies supplemented to 400 thousand RMB.    

Measures should be taken to accelerate the development of the Internet of things. The enterprises that establish open laboratories on the Internet of things in joint efforts with industry leaders should be subsidized for 30% of the total investment, up to 10 million RMB each enterprise. The industry leaders in the areas of labels, sensors, Internet of vehicles, smart home, Fintech, environment monitoring, optical perception, etc. are advocated to upgrade their technology innovation platforms, in view of enlarging the effective supply of high level smart wears, smart on board units, intelligent healthcare, intelligent service robots and smart devices for industrial application. They should be subsidized for 15% of the total investment, up to 1 million RMB each enterprise.    

The industry leaders are advocated to establish their presence in the industrial parks. The leading enterprises first introduced to Fujian Province with the paid-in capital of 50 million RMB or above, should be each entitled to a settlement bonus of no more than 5 million RMB, calculated on their industrial level, contribution, etc. The industry leaders planning to set up regional headquarters inside the industrial parks should be supplied with up to 5 thousand square meters of office space and dormitory, as dictated by their needs, free of rent for 3 years. The industry leaders planning to set up subsidiaries inside the industrial parks should be supplied with up to 10 thousand square meters of office space and dormitory, as dictated by their needs, free of rent for 2 years.
