To implement the decisions and plans of the CPC Central Committee and the State Council regarding stabilizing foreign trade and foreign investment, promoting consumption, and expanding domestic demand, and to ensure a strong start for the 15th Five-Year Plan, on the afternoon of August 5, Huang Heming, Secretary of the Party Leadership Group and Director-General of the Fujian Provincial Department of Commerce, led a delegation to visit the Fujian Enterprises and Entrepreneurs Confederation (hereinafter referred to as the FEEC). The two sides held discussions on establishing a strategic cooperation mechanism and, and Huang Heming and You Mengjun, President of the FEEC, signed a Cooperation Framework Agreement on behalf of their respective organizations. Yu Liwei, member of the Party Leadership Group and Deputy Director-General of the Provincial Department of Commerce; Chen Yangbiao, Yan Xiaodong, Xie Rongxing, Liu Baohe, Cao Cong, and Lin Sheng, Executive Vice Presidents of the FEEC; and responsible officials from the Provincial Department of Commerce’s Domestic Investment Promotion Division and Investment Coordination Division, as well as relevant department heads of the FEEC, attended the exchange and signing ceremony.

President You Mengjun introduced the development history of the FEEC, noting that as a “home” for enterprises, it has established a service-oriented philosophy for businesses, enhancing its own capabilities by leveraging external resources and fully playing its role as a bridge between government and enterprises. He pointed out that commerce work connects domestic and international markets, links urban and rural areas, and aligns production with sales, serving as a key hub in the dual circulation of domestic and international markets and an important engine for supporting enterprise development. He expressed hope that the FEEC would leverage its organizational strengths in industry mobilization, feedback on appeals, and self-regulation and coordination to work with the Provincial Department of Commerce in providing more precise and efficient service support for Fujian enterprises to achieve high-quality operations with equal emphasis on domestic and foreign trade.

Director-General Huang Minghe highly appreciated the FEEC’s role as a bridge between government and enterprises, noting its positive significance in establishing channels for government-enterprise communication and enabling two-way flows for government policy transmission and enterprise feedback. The Provincial Department of Commerce will take this cooperation as an opportunity to introduce policies, allocate resources, and build platforms, joining forces with the FEEC to mobilize enterprise participation and promote project implementation. Together, they will form a closed loop in areas such as enterprise internationalization, foreign trade, investment promotion, consumer circulation, business environment, and enterprise services, stimulating the vitality of market entities, guiding entrepreneurs to strengthen their confidence in development, and optimizing the business environment across the province’s commerce sector.

Moving forward, the Provincial Department of Commerce will work with the FEEC to implement mechanisms for daily liaison, ad hoc consultations, and information sharing, promptly resolving bottlenecks and challenges encountered in advancing the cooperation. They will provide more precise and professional commerce services for enterprises and entrepreneurs across the province, jointly driving high-quality economic development in Fujian.
