Fujian Provincial National High‑Tech Zones High‑Quality Development (Industry) Alliance Established in Fuzhou

On November 17, with the support and guidance of the Planning Department of the Ministry of Industry and Information Technology, the Torch Center, and the Provincial Department of Science and Technology, the Fujian Provincial National High‑Tech Zones High‑Quality Development (Industry) Alliance (hereinafter referred to as the "Alliance") was established in Fuzhou. Fuzhou High‑Tech Zone will serve as the inaugural director unit of the Alliance.

  The Alliance was jointly initiated by 7 national‑level high‑tech zones — Fuzhou High‑Tech Zone, Xiamen Torch High‑Tech Zone, Quanzhou High‑Tech Zone, Zhangzhou High‑Tech Zone, Putian High‑Tech Zone, Longyan High‑Tech Zone, and Sanming High‑Tech Zone — together with 4 provincial‑level high‑tech parks: Wuping High‑Tech Industrial Park, Quanzhou Semiconductor High‑Tech Industrial Park, Xiamen Marine High‑Tech Industrial Park, and Zherong High‑Tech Industrial Park. Its purpose is to actively explore new models of open development and new paths for cross‑regional cooperation, to systematically build long‑term mechanisms for industrial collaboration, complementarity and shared innovation resources, and to effectively advance resource sharing, complementary strengths, collaborative innovation, and win‑win cooperation among the province's high‑tech zones, thereby enhancing the comprehensive strength and competitiveness of Fujian's high‑tech zones.

  In recent years, Fujian's high-tech zones have adhered to the mission of "developing high technology and realizing industrialization," leveraging sci-tech innovation to drive industrial innovation, and actively cultivating and developing new productive forces. Their capabilities in collaborative innovation and industrial cooperation have been continuously elevated, yielding remarkable outcomes and establishing them as the main force and primary platforms for scientific and technological innovation in the province.

  "The establishment of a provincial High-tech Zones Alliance is an important measure to thoroughly study and implement General Secretary Xi Jinping's important guidance on high‑quality development of high‑tech zones and the spirit of the 20th CPC Central Committee's Fourth Plenary Session. It aligns with development trends and promotes mutually beneficial cooperation," said a relevant official from the Party Working Committee of the Alliance's inaugural director unit, Fuzhou High-tech Zone. The official added that the Alliance will uphold the principles of "coordinated innovation, resource sharing, industrial synergy, and win-win development," adopt a project-driven, institutionalized, and result-oriented approach, focus on key areas, promote effective operation and practical cooperation within the Alliance, strive to enhance its cohesion and influence, and build it into a key platform for regional technological innovation—injecting strong "high-tech" momentum into the economic development of both Fujian and the nation.

  Why was Fuzhou High-tech Zone chosen as the "flagship" of the Alliance?

  Fuzhou High-tech Zone is one of the first national-level high-tech zones approved under the direct master planning of General Secretary Xi Jinping. For over three decades, Fuzhou High-tech Zone has remembered its instructions and forged ahead with a sense of gratitude, carrying with it singular affection, singular responsibility, singular mission, and singular commitment. Focusing on the principles of "high starting point, high speed, and high efficiency" and embracing "new thinking, new approaches, and new conduct", it has striven to compose a new chapter of high-quality development in the new era that truly embodies both the "high" and the "new".

Fuzhou High-tech Zone has gathered 464 national- and provincial-level innovation platforms, including the Haixi Institute of the Chinese Academy of Sciences, the Mindu Innovation Laboratory, the Dongfang Electric (Fujian) Innovation Research Institute, and the Fuzhou University National University Science Park. It hosts 2,500 national high-tech enterprises, accounting for approximately 18% of the provincial total and 54% of the city's total. For three consecutive years, it has been named among China's top 100 advanced manufacturing parks. The Zone has built about 16 million square meters of Sci-Tech Innovation Corridor space, and its core administered area has ranked first in Fuzhou's comprehensive assessment of the Sci-Tech Innovation Corridor initiative for 4 years running.
