On August 4, reporters were informed by the Fujian Administration for Market Regulation that the newly revised Administrative Measures for Registration of Market Entity Domicile (Business Premise) in Fujian Province (hereinafter referred to as the Measures) were issued on July 30.
The revised Administrative Measures consist of 19 articles, mainly including legislative purposes, scope of application, registration categories, usage standards, service of legal documents, self-declaration & commitment system, formal review, supervision and management, and other aspects.
The Measures introduce facilitation measures such as “cluster registration” and “one license for multiple addresses” across counties (cities, districts), further easing the registration requirements for domiciles (business premises), streamlining registration procedures, effectively enhancing the convenience of market entity registration, and significantly reducing the cost of investment and entrepreneurship.
As of the end of July this year, there were 7.643 million registered market entities in the province of Fujian. Strengthening the registration administration of market entities' domiciles (business premises) is of great significance for maintaining market economic order and fostering economic growth.
The Measures effectively promote the standardization, normalization, and facilitation of market entity registration, which is a necessary requirement for implementing the establishment of a unified national market and the Administrative Regulations for Market Entity Registration. The Measures possess three major highlights.
Firstly, the registration of the domiciles (business premises) of market entities now follows a self-declaration and commitment system. Applicants can submit the Fujian Market Entity Domicile (Business Premise) Declaration and Commitment Form without the need to provide property ownership certificates, lease (borrowing) agreements, or other related documents for the use of the domiciles (business premises). This streamlines the registration process for domiciles (business premises), making it easier for enterprises and the public to manage their affairs.
Secondly, operators can now apply to register multiple business premises based on their actual needs, eliminating the previous restriction of registering only one business premise and enabling "one license for multiple addresses". Individual business operators on e-commerce platforms can utilize the network business premises offered by the platform as their business premises for individual industrial and commercial households, in compliance with relevant national regulations.
Thirdly, the Measures also specify that within industrial parks, market entities operating in industries such as goods or services e-commerce through the Internet (including mobile Internet), cultural and creative industries, leasing, scientific research and technical services, software and information technology services, transportation agencies, and other service sub-sectors, are allowed to undergo cluster registration. This step further eases registration requirements for domiciles (business premises), freeing up more domiciliary resources for a variety of market entities and boosting the motivation and vitality of market entities for innovation and entrepreneurship.
