In early May, 6 departments in Fujian Province, including the Fujian Administration For Market Regulation, Fujian Provincial Development and Reform Commission, Department of Science and Technology of Fujian Province, Department of Agriculture and Rural Affairs of Fujian Province, Department of Commerce of Fujian Province, and Fujian Ocean and Fisheries Bureau, jointly issued the Implementation Opinions on Enhancing the Synergy of Quality in Industrial and Supply Chains through Quality Infrastructure (hereinafter referred to as Implementation Opinions). This move aims to deepen the quality empowerment of industrial and supply chains, leverage the effectiveness of quality infrastructure, and enhance the synergy of quality in these chains, thereby advancing the development of new quality productive forces and boosting the high-quality economic development of Fujian Province.
The Implementation Opinions focus on addressing major quality bottlenecks in the industrial chain and coordinating the implementation of strategies for a strong province through quality, standards, and brands. By following a systematic approach, focusing on problem-solving, prioritizing key issues, and organizing policies into categories, the effectiveness of quality infrastructure can be fully leveraged, enabling actions to be taken to enhance the synergy of quality in industrial and supply chains through quality infrastructure. By the end of 2025, the goal is to have the quality empowerment actions benefit a total of 3,000 enterprises province-wide, significantly raising the overall quality level. The goal is to establish several leading industrial clusters that have a significant impact domestically. The importance of quality in expanding and enhancing businesses, establishing robust industrial networks, and promoting sustainable urban development will be further emphasized. The model for quality enhancement, characterized by "Organization by Chain Leader, Guidance by Chain Master, Collaboration by Chain Members, with Foundational Support, and Technological Empowerment", will be further developed and improved, creating a new pattern of the synergy of quality in industrial and supply chains. The Implementation Opinions also detail 12 key tasks that concentrate on four main areas: 1) mapping industry chains and identifying quality bottlenecks in the spectrum; 2) enhancing the quality of supply chains from key points to linear paths and broad surfaces; 3) improving the supportive role of quality infrastructure in developing and strengthening industry chain, and 4) reinforcing the motivating and regulatory effects of quality policies.
