As an important construction project for domestic circulation and domestic-international dual circulation, the Xiamen-Fuzhou-Quanzhou project for supplementing and strengthening the chain of national comprehensive freight hubs has recently received 916 million yuan in incentive funds on top of the startup funds granted by the central government in 2022, according to the Provincial Department of Finance
The project of supplementing and strengthening the chain of national comprehensive freight hubs is an important initiative for China to step up the construction of interconnectivity infrastructure. It is intended to achieve deep integration and development of various transportation modes through reinforcing hard connectivity of infrastructure and equipment, soft connectivity of rules, standards, and services, and integrated operation mechanisms.
In 2022, through a competitive review, Xiamen, Fuzhou, and Quanzhou of Fujian Province were shortlisted into the first batch of 15 cities for supplementing and strengthening the chain of national comprehensive freight hubs and received a total of 1 billion yuan in startup funds. The implementation of this major transportation project is scheduled from 2022 to 2024, with an estimated investment of 24.21 billion yuan. It will be spent on 55 projects under four categories, mainly including the construction of freight hubs, improving the system of concentration, dispersion and transportation, equipment upgrading, and development of information technology. At the same time, to support the development of the Xiamen-Fuzhou-Quanzhou national comprehensive freight hub, Fujian Province has accelerated the construction of major transportation hubs such as port berths and airports with a total investment of over 100 billion yuan, as well as the construction of railway arteries and expressways. The province is actively building a comprehensive freight hub system with “one group and nine clusters” in Xiamen, Fuzhou, and Quanzhou.
According to the plan, Fuzhou, Xiamen, and Quanzhou will invest 10.02 billion yuan, 7.95 billion yuan, and 6.24 billion yuan respectively over the next three years. Relevant departments and the three cities are solidly advancing project construction. As of the end of November, Fuzhou has invested 6.029 billion yuan in adding or converting 4.85 kilometers of roads for concentration, dispersion, and transportation and 14.09 kilometers of railways; increasing a total area of 914,300 square meters for the hub; and adding 1 unit/sets of equipment. Xiamen has invested 3.114 billion yuan in adding or converting 4.96 kilometers of roads for concentration, dispersion, and transportation; increasing or converting a total area of 228,200 square meters for the hub; and adding 56 unit/sets of equipment. Quanzhou has invested 3.218 billion yuan in adding or converting over 26.78 kilometers of roads for concentration, dispersion, and transportation and 161 kilometers of railways; increasing a total area of 827,000 square meters for the hub; and adding 28 unit/sets of equipment.
