Recently, Fujian Provincial Development and Reform Commission, together with relevant departments, has formulated and issued the “Several Measures to Encourage Enterprises to Enter Industrial Parks and Zones”, proposing 17 measures covering 5 aspects to promote the concentrated development of enterprises entering industrial parks.

In terms of optimizing the spatial layout of the park, three measures are proposed around building a new development pattern of industrial parks, integrating and upgrading the development zone, and strengthening the development of small and micro enterprise parks. These measures aim to guide the manufacturing industry with high requirements for layout, environmental protection, and production factors to agglomerate in the park, forming a high-quality development pattern featuring complementary advantages, industrial linkage, regional synergy, and coordinated development.

In terms of promoting the industrial agglomeration, two measures are proposed to develop industrial clusters and establish industrial parks of local characteristics, with the aim to build a number of key industrial parks with distinctive features, prominent supporting positions, and significant driving effects.

In terms of improving comprehensive supporting services, five measures are proposed to enhance the facility level, carrying capacity, vocational education, off-line operations, and government services, in order to accelerate the improvement of supporting service functions in the industrial parks and enhance the park’s carrying capacity.

In terms of increasing financial support, five measures are proposed to support comprehensive services, housings for industrial purpose, relocation grants, production incentives, and innovative financing methods to encourage businesses to move to the industrial parks and districts.

In terms of guaranteeing the land use in the parks, two measures are proposed to guarantee industrial land use and intensify land control, providing land guarantee for enterprises entering the park. The measures propose supporting industrial enterprises to choose flexible term transfer, long-term leasing, leasing and transfer combination, leasing before transfer and other methods to provide industrial land; guiding scattered land resources for industrial luse to concentrate in industrial parks, and stop putting scattered land into industrial use outside the industrial parks.
