To enhance the R&D capabilities of enterprises, for actual R&D expenses incurred by enterprises that have not been capitalized as intangible assets and included in the current profits and losses, starting from January 1 of this year, an additional 100% deduction will be allowed before tax based on the actual amount incurred, after deductions in accordance with regulations. For intangible assets formed, they will be amortized before tax at 200% of the cost of intangible assets. Furthermore, efforts will be made to support stated-owned enterprises under the Central Government, multinational corporations, and domestic industry-leading enterprises to establish R&D facilities in Fuzhou. In addition, newly recognized functional headquarters of R&D centers will receive up to RMB 15 million in start-up subsidies and RMB 5 million in operational contribution rewards.
