Recently, China officially released the Negative List for Market Access (2022). Xiamen Daily’s reporter learned from the Xiamen Municipal Development and Reform Commission that Xiamen will explore administrative approval simplification in new areas, promote work related to the relaxation of market access and release greater market vitality in the future.

In recent years, Xiamen has been actively promoting the negative list system for market access in an orderly manner and fully implementing the management model of “one negative list for the whole country”, with administrative licensing matters of all departments having been bound to the negative list for market access.

At the same time, Xiamen continues to optimize the approval services for the convenience of the people, vigorously promote “one license for one industry”, “separation of permits from business licenses” and other reform measures, as well as online, mobile, self-help and intelligent administrative services, to reduce links, materials, time and travel. So far, Xiamen has deployed a total of 430 pieces of “e-Government” self-service equipment, involving more than 200 items of approval services in 19 departments.

Next, Xiamen will continue to promote the implementation of the Negative List for Market Access (2022). In accordance with the requirements of the National Development and Reform Commission, Xiamen intends to gradually carry out the establishment of a system for collecting and notifying cases violating the negative list system for market access, focusing on investigating, dealing with and notifying a variety of behaviors such as approval in violation of the requirements and accessing areas prohibited by the list that violate the law. At the same time, Xiamen will also explore the establishment of a list of invisible barriers, further open up the channels for market players to complain about invisible barriers and the mechanism for handling responses, and explore the implementation mechanism of the market access list with Xiamen’s characteristics in accordance with the law.
