Recently, the General Office of the People’s Government of Fujian Province issued a notice on the establishment of the Fujian Provincial Work Promotion Group for Optimizing the Business Environment. With the approval of the provincial party committee and the government, Fujian Provincial Work Promotion Group for Optimizing the Business Environment (hereinafter referred to as the Group) was established to strengthen the organization and coordination for improving the business environment in Fujian Province, and accelerate the process of building a market-oriented, law-based, convenient and internationalized first-class business environment. To this end, there are six special teams and offices set up under the Group.

The main responsibilities of the Group include: implementing the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on optimizing the business environment and the arrangements of the CPC Provincial Committee and the Provincial Government; coordinating the work related to the business environment in the province; studying and reviewing major matters for optimizing the construction of the business environment.

Among the six special teams, the Special Team for Commercial System Reform is responsible for the business environment indicators such as “starting businesses”, “creation, protection and utilization of intellectual property rights”, “market regulation”, “property registration”, and other relevant works. The Group also promotes reforms in involved fields, including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Administration for Market Regulation plays a leading role in the work related to indicators of “starting businesses”, “creation, protection and utilization of intellectual property rights” and “market regulation”, while the Provincial Department of Natural Resources is responsible for the work related to the indicator of “property registration”.

The Special Team for Government Services is responsible for the work related to business environment indicators such as “government services”, “government procurement”, “tendering and bidding”, promoting reforms in involved fields including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Development and Reform Commission plays a leading role in the work related to the indicators of “government services” and “tendering and bidding”, while the Provincial Department of Finance is responsible for the work related to the indicator of “government procurement”.

The Special Team for Reform in the Engineering Sector is responsible for the work related to business environment indicators such as “approval of construction projects”, “access to water and gas” and “access to electricity”, promoting reforms in involved fields including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Department of Housing and Urban-rural Development is responsible for the work related to the indicators of “approval of construction projects” and “access to water and gas”, while the Provincial Development and Reform Commission works for the indicator of “access to electricity”.

The Special Team for Finance, Taxation and Trade is responsible for the work related to business environment indicators such as “cross-border trade”, “financing support” and “taxation”, promoting reforms in involved fields including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Department of Commerce leads the work related to the indicator of “cross-border trade”, the Fuzhou Central Branch of the People’s Bank of China works for the indicator of “financing support”, and the Fujian Provincial Tax Service and Xiamen Tax Service is responsible for the work related to the indicator of “taxation”.

The Special Team for Law Construction is responsible for the work related to business environment indicators such as “contract enforcement”, “bankruptcy handling”, “protection of small and medium-sized investors”, promoting reforms in involved fields including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Court is responsible for the work related to the indicators of “contract enforcement” and “bankruptcy handling”, while the Fujian Securities Regulatory Bureau works for the indicator of “protection of small and medium-sized investors”.

The Special Team for Innovation, Entrepreneurship and Creativity is responsible for the work related to business environment indicators such as “inclusive innovation for shared benefits” and “labor market regulation”, promoting reforms in involved fields including “handling one thing with full effort” and “inter-provincial government services”. Specifically, the Provincial Development and Reform Commission is responsible for the work related to the indicator of “inclusive innovation for shared benefits”, while the Provincial Department of Human Resources and Social Security works for the indicator of “labor market regulation”.

In addition, the Group office is set in the Provincial Development and Reform Commission, which undertakes the routine of the Group such as the organization, communication, and coordination among units; researches for policies and measures to optimize the business environment; digital monitoring and regulation of the business environment; the implementation of the reform measures for optimizing the business environment under guidance, supervision, and examination; construction and promotion of the provincial business environment; development of the Group and other works.
