In the first phase, a land of 218 mu (Chinese acres, similarly hereinafter) will be planned for Area A and Area B to lay out an area of about 170,000 m2 for buildings with total investment of 2.53 billion yuan to establish Southeast Scientific Innovation Base with three main areas connecting each other as one, including intelligent manufacturing industry clusters, modern service industry clusters and working-and-living quarters for innovative professionals. The project is scheduled for 18 months. It is expected that, 1 year after completion, within two areas, over 100 commercial projects be attracted, another 40 or more enterprises be subject to investigation of Bureau of Statistics. The average tax revenue per mu is expected to go no less than 300,000 yuan, and the annual warehouse tax revenue go no less than 70 million yuan. It is also expected that, 2 years after the project goes into operation, the spending on R&D reach 400 million yuan, and no less than 2 key laboratories or research centers of and above provincial level settle in the Base, with the hope of attracting high-quality professionals to come and work here with the support of government policy.

Electronics and Information Technology
In 2025, the value-added of above-designated-size electronics and information technology manufacturing in Fujian Province increased by 13.6%, achieving an operating revenue of RMB 108.54 billion. The industry scale ranks 7th nationwide. A favorable development momentum has been formed in sub-industries such as integrated circuits, new display technologies, LEDs, computers and network communication equipment, and lithium-ion batteries. The output value of clusters like integrated circuits and optoelectronics, as well as the lithium-ion battery industries, exceeds RMB 200 billion. 12 enterprises with revenues exceeding RMB 10 billion have been cultivated, including CATL, Amperex Technology Limited, Dell, AUO, TPV Technology, San'an Optoelectronics, Tianma Microelectronics (Xiamen), Hongfa Electroacoustic, Hithium, Ruijie Networks, and Fuzhou BOE Optoelectronics Technology. The province boasts 5 national-level new industrialization demonstration bases for the electronic and information industry, including Xiamen Torch High-Tech Industrial Development Zone, Fuqing Rongqiao Economic & Technological Development Zone, Fuzhou Economic & Technological Development Zone, Yunxiao Yunling Development Zone, and Putian High-Tech Industrial Development Zone.
