Reason: 1 Cultural inheritance demand: Liyuxi has a unique folk custom of more than 800 years of mermaids. However, with the changes of the times, traditional culture has faded, and it is necessary to strengthen protection and inheritance through project upgrading. 2 Tourism development needs: After the 1990s, the development of scenic spots was in trouble because villagers went out to do business. In order to revitalise the scenic spot, attract more tourists, and promote the development of local tourism economy, quality improvement and operation projects are imperative. Meet the expectations of tourists: Tourists' requirements for tourism quality are constantly increasing, and the original scenic spot facilities and services are difficult to meet the needs. Improving the quality can provide tourists with a better experience and enhance the competitiveness of scenic spots. Condition: 1. Unique cultural resources: With a long history and culture of mermaid harmony, it is one of the three major folk customs areas in Fujian Province. This unique culture is scarce in the country and even in the world, providing a solid cultural foundation for the project. Infrastructure improvement: The locals actively promote traditional culture into the scenic spot, introduce non-genetic inheritors, and realise the integration of diverse traditional culture and Liyuxi Scenic Area. At the same time, since 2018, we have sought funds for the protection of traditional villages to repair and transform ancient buildings and improve the basic supporting facilities, which has created good conditions for the construction of the project.

Liyuxi Scenic Area is one of the three major folk customs areas in Fujian Province. In 2006, it became the core scenic spot of "Northeast Fujian Water Tour" one by one of the top ten boutique tourist routes of ocTy China's perfect holiday. Liyu Creek has a history of more than 800 years. It is the most perfect continuation and inheritance of Chinese carp culture in the south of the Yangtze River. It is a model for people in China and even the world to live in harmony with nature. The literati of all dynasties have written poems and painted in Mo Ke, and they have been recited endlessly. The fifth volume of the Beijing Primary School Chinese Textbook and the sixth volume of the National Primary School Chinese General Textbook take the article "Wonderful Carp Stream" as a model essay to teach people. In 2002, the Liyu Creek Scenic Area was awarded the "oldest carp stream" in the Guinness of the world. It is planned to build the transformation and upgrading of the facade of the three-line land in the Liyuxi Scenic Area and the Hulutan section, the revitalisation and utilisation of ancient houses, the transformation and upgrading of cultural tourism service facilities, the construction of research and learning tourism bases, the construction of small trains in the scenic area, and the transformation and upgrading of carp cultural performances and other tourism facilities.
