Excerpts: The leading enterprises first introduced to Fujian Province with the paid-in capital of 50 million RMB or above, counted among top five in respective market segments and equipped with pivotal technologies or innovative patterns should be each entitled to headquarters policy support, namely, a nonrecurring settlement bonus of no more than 3 million RMB awarded by the local government, calculated on their industrial level, contribution, etc. The third party online payment platforms having received the Payment Business License issued by the People’s Bank of China and established the national headquarters in Fujian should be each entitled to a settlement bonus of 3 million RMB.

The enterprises across the province are advocated to participate in Internet-focused exhibitions overseas, with priority support from the Department of Commerce of Fujian Province. They should be subsidized by the local government to cover up to 50% of the booth fee. Each of the bids outside Fujian Province won by the enterprises, if valued at 6 million RMB or above, would render the winning enterprise eligible for an award equivalent to 3% of the contract amount, up to 2 million RMB each case and no more than 3 million RMB each enterprise per annum. Fujian Provincial Commission of Economy and Information Technology will be responsible for the funds thus needed. The Internet enterprises whose annual operating incomes exceed 40 million and 100 million RMB for the first time should receive 500 thousand and 1 million RMB bonuses respectively, sustained by the Provincial Incremental Guiding Fund. The bonuses going to the industrial enterprises leveraging e-commerce to expand the market should be sustained by the Department of Commerce of Fujian Province. The industry leaders should be entitled to priority assurances, including the land area for headquarters construction.  

The key Internet enterprises that settle in the Internet-focused incubators, industrial parks or big data hubs funded and certified by the government should be exempted from paying the property rental for a period ranging from 2 to 5 years by the local government. In the event that such enterprises rent properties not funded by the government, they should be subsidized on a monthly basis for no more than 30 RMB per square meter.
