Excerpts: The industry leaders’ projects in the industrial parks that meet the provincial criteria of industrial orientation, conservative and intensive land use and high value investment should be counted among the key projects of the province in preference to other candidates. The land use quotas of such projects should be guaranteed as a priority. The bidding, auction or listing of the land usage rights pertaining to the abovementioned projects should, in compliance with the land rating, start with 70% of the minimum price of the industrial lands. The power supply should be reassured with double circuits. The abovementioned enterprises are also encouraged to directly approach power generating enterprises for power purchase. 

Greater efforts should be made on the integration of inspection and examination institutions. Guidance should be afforded to the establishment of comprehensive inspection and examination institutions which operate on a regional scale. Those certified as state-level quality inspection centers should be each subsidized with 10 million RMB by the provincial financial authorities. The government advocates the provision of services to startup businesses. Within the industrial parks, the provincial or higher level small and medium enterprise public service platforms and small and micro enterprise incubators should receive a nonrecurring bonus of 300 thousand RMB from Fujian Provincial Commission of Economy and Information Technology. The industrial parks are adovated to establish “one-stop” comprehensive financial service platforms that provide all-dimensional and professional investment and financing services for the business venture of the enterprises within. The government supports the development of innovation platforms. The provincial development bases for industrial technologies that have, through the previous year, served more than 20 small and medium enterprises within the industrial parks, concluded more than 5 project matches and helped the enterprises break through more than 5 technology bottlenecks should receive a bonus of 300 thousand RMB from Fujian Provincial Commission.       

The industrial parks jointly developed by mountainous and coastal regions as certified by the provincial government, within 5 years upon generating financial revenue, should receive refunds equivalent to the contribution to the provincial treasury from the yearly earnings collected by the municipality (district, city, county) of the locality (20% of the abovementioned earnings). Such refunds should be directed to the sustainable development of the abovementioned industrial parks.
